The Ministry for the Development of the Negev and the Galilee was established in January 2005 in the wake of a Government resolution to endorse a plan for this purpose. The Ministry is responsible for the promotion of two main targets: to develop the Negev and the Galilee and advance economic oriented projects. The mission of the Ministry in regard to the development of the Negev and the Galilee– considered by Israel's Government as a top national priority – is to develop these two regions with a view to creating an infrastructure of progress and prosperity that will benefit their present and future residents.

The goals of the Ministry within this framework are to: implement the national strategic plan for the Negev's development; formulate and implement a national strategic plan for the Galilee's development, as per the Government's resolution to strengthen the North in the aftermath of the Second Lebanon War; garner the involvement of Jewish communities and investors across the world in the efforts to promote the Negev's and the Galilee's development; initiate and advance projects for the development of the Negev and the Galilee in the following fields: employment, industry and tourism; education, community building and culture; settlement activity and infrastructures; initiatives to develop the non-Jewish sector.

The Authority for the Development of the Negev and the Authority for the Development of the Galilee serve as the executive arm of the Ministry for the Development of the Negev and the Galilee and carry out Ministry policies. Furthermore, the ministerial committee for the development of the Negev and the Galilee serves as an important tool for across-board decisions and resolutions on budget allocations for development projects in the Negev and the Galilee.

Furthermore, the Ministry for the Development of the Negev and the Galilee interacts with all other relevant ministries in a concerted effort to promote economic regional projects, and within this framework, it seeks to promote bilateral and trilateral projects with Jordan, Egypt and the Palestinians, in such fields as regional trade, tourism, quality of the environment and a more appropriate and effective exploitation of regional infrastructures.
